WCW Company Overview

WCW's inspection team collectively offers decades of experience providing source and fabrication inspection services across a broad spectrum of projects, both domestically and internationally. Our team has conducted quality assurance and inspection work for major infrastructure projects, municipal water districts, refinery expansions, and large-scale pipeline systems, which are essential components of the water industry.

Our inspectors bring over 30 years of combined experience performing third-party inspections for large municipal projects such as the Los Angeles Department of Water and Power, Metropolitan Water District, Department Of Water Resources and San Diego County Water Authority. Our work includes quality management for fabricated carbon steel water transmission pipelines, witnessing hydrostatic testing, verifying welder certifications, performing non-destructive testing and managing ISO-compliant quality systems.

Our team's expertise also includes serving in roles such as Corporate ASNT Level III and Radiation Safety Officer, with responsibilities spanning multiple manufacturing facilities across the U.S., overseeing inspections of carbon steel spiral welded pipe, electronic resistance welded pipe, and cement lined and coated steel pipe used extensively in the water transmission industry. This experience includes high-level QA/QC across fabrication shops and major construction sites, establishing WCW as a nationally recognized expert in the field.

Additional members of our team bring rich backgrounds in overseeing the fabrication of water transmission infrastructure, with project experience including the Greater Vancouver Water District, Eastern Municipal Water District, East Bay Municipal Utility District and other regional water suppliers. This work has involved third-party inspection of small and large diameter carbon steel spiral welded pipe, and cement mortar lining and coating, and verifying hydrostatic testing — key elements in global potable water systems.

WCW Experience in Specific Fields

WCWI's inspectors meet or exceed the requirement of having five (5) years of hands-on experience in the following fields:

Our inspectors have worked extensively on small and large diameter piping under standards such as ASME B31.1, B31.3 and API 1104. Our team's experience at Northwest Pipe Company and Imperial Pipe, and as third-party inspectors for multiple California water districts, has involved direct inspection and testing of both small and large bore pipe.

WCW's inspectors have directly supervised the fabrication and inspection of various diameters of carbon steel water transmission pipelines, including spiral welded and concrete lined and coated pipe, during their tenure at Northwest Pipe Company and as third-party inspectors for agencies such as Metropolitan Water District and San Diego County Water Authority. Our team brings paramount experience inspecting small and large diameter carbon steel-spiral weld pipe and concrete lined and coated steel pipe, including recent QA inspection work in Mexico for 84-inch spiral steel pipe production, lining and  coating inspection, and validating hydrotesting for major U.S. water district projects. Our team's oversight of helical seam welded pipe production (API 5L) further reinforces this qualification.

Our inspectors, including experience gained at East Bay Municipal Utility District, have verified pumps, valves, and motor installations, including witnessing shop testing and installation verification of rotating equipment critical to potable water transmission systems.

WCW's team has overseen projects involving power distribution equipment installation and startup/shut downs, particularly within utility and refinery environments, including implementation of inspection plans for electrical systems during commissioning and startup/shut down phases.

Our team's field experience, observing weldments as Plant/Field Inspector for East Bay Municipal Utility District, includes field verification of water transmission components and startup testing, as well as final inspections and verifying hydrostatic testing on pipelines and pumping stations just prior to system integration for municipal water clients.
